University - Executive; Towards a Coordination Relationship

A subordination relationship in favor of the executive would be contrary to the constitution, since it would ignore the principles of responsible autonomy and co-government and would not allow the necessary coordination relationship for the new model of higher education.
The law must integrate the bodies of the higher education system, respecting the responsible autonomy and co-government and those of the executive, independently, so that, between them, the coordination relationship established by the constitution can be established
