Abstract

Fiscal management versus a disaster is crucial because of its implication between development and sustainability of public finances. This research studies the disaster that generated the fall 2008 transparently the mobility ofpublic resources in order to minimize the deterioration of population' life quality, as well as, the recovery of social- economic infrastructure, verifying the expenditure efficient during the event (emergency) after the (reconstruction), finance resources and the impact that had the expenditure in the tax case and the public finances. A disaster appreciation of economic spacial ocation society and the demand of works/expenditure that was generated by the phenomenon has been done; the fiscal management character against disaster and its relevance of sustainable development is analized by the revision of Officials Registers of year and the monitoring of fiscal transfers in the Transfer portal of Economic and Finances Ministry, information and web-pages of government entities involved, unveiling the efficient in the use of public resources and the strategy of public finances to set out the reconstruction with owns resources and prioritizing the sustainable development. lt concludes asserting the inclusion approach of sustainable development in the public management, urging the institutionalization of the integral risk management and the process of state re-institutionalization.
