From Leviathan to algorithm: reflections on the State and artificial intelligence

Context: Artificial intelligence, being more efficient, intelligent, objective, and practical than the average person, can replace humans in many productive and administrative tasks, including public service and government management in States. Objective: To reflect on the potential applications of artificial intelligence in the State with partial or absolute autonomy to evaluate its relevance and its ethical and social implications in accordance with the political ideas of Thomas Hobbes in his work Leviathan and Theodore Kaczynsky in The Industrial Society and Its Future. Method: Documentary review of primary sources on the political ideas in the aforementioned works, as well as on relevant documents that deal with the ethics of artificial intelligence in the State issued by international organizations. Results: The implementation of artificial intelligence with autonomy in governments is an idea originated in the need to optimize human administration of government. Reflections: The integration of artificial intelligence in governments generates risks and resistance on the part of political and social elites due to their impetus and desire for power.
