Abstract

The context of this research is framed within the need to promote intraregional trade and reduce non-tariff barriers that hinder such trade in Latin America. The objective of the research is to analyze the existing non-tariff barriers within the framework of the Economic Complementation Agreement and propose measures of regulatory cooperation to facilitate trade. The main findings of the research reveal that there are various non-tariff barriers that obstruct intraregional trade in Latin America. These barriers include technical regulations, labeling and certification requirements, complicated customs procedures, among others. These barriers generate additional costs for companies and hinder access to regional markets. The proposal for regulatory cooperation consists of establishing mechanisms for harmonizing norms and procedures among the member countries of the Economic Complementation Agreement. This would involve fostering interoperability of regulations, simplifying customs procedures, and promoting transparency and cooperation among regulatory authorities of each country. The main conclusion of the research is that the facilitation of intraregional trade requires greater regulatory cooperation among the countries of Latin America. The elimination of non-tariff barriers and the harmonization of regulations will contribute to increasing the efficiency and competitiveness of companies, as well as promoting greater trade exchange in the region. The proposals for regulatory cooperation presented in this study can be considered by the member countries of the Economic Complementation Agreement as concrete measures to achieve greater facilitation of intraregional trade in Latin America.
